People who do not classify household waste are fined up to 1 million VND
The Government has just issued Decree 45/2022 on sanctioning of administrative violations in the field of environment - replacing Decree 155/2016 and Decree 55/2021.
Decree 45 has added a remarkable new regulation: A fine of between VND 500,000 and 1 million shall be imposed on households and individuals for failing to classify domestic solid waste according to regulations; do not use packaging containing domestic waste as prescribed.

Decree 45 also stipulates agencies, organizations, production, business and service establishments, investors in the construction and business of infrastructure in concentrated production, business and service zones, industrial clusters with high growth rates. The generation of daily-life solid waste with a total volume of 300kg/day or more will be penalized as follows:
A fine ranging from VND 15-20 million shall be imposed for failing to sign a contract with a waste collection, transport, reuse, recycling or treatment unit.
A fine ranging from VND 20-30 million shall be imposed for using means of transporting domestic solid waste that do not meet technical requirements on environmental protection.
The new sanctioning regulations clearly state that individuals and organizations that commit administrative violations in the field of environmental protection will be subject to one of the main sanctioning forms: Warning; The maximum fine for a violation is 1 billion VND for individuals and 2 billion VND for organizations.
An additional form of sanction is deprivation of the right to use for a definite time: Environmental permits; certificates of eligibility for environmental monitoring services; license to access genetic resources; license for testing genetically modified organisms; decide on the recognition of the laboratory for the study of genetically modified organisms; confiscate material evidences of administrative violations, means used to commit administrative violations...
Decree 45 takes effect from August 25, stipulating that the statute of limitations for sanctioning administrative violations in the field of environmental protection is 2 years.
